Questions still to bA resolved are: <br />What type of survey is the City interest in? <br />The original intent was for the survey to be conducted by <br />phone which generally attains a higher response rate. But the <br />Minnesota Social Research Center is in L:,e process of <br />conducting a mail survey for the City of White Bear Lake which <br />received a 71% response rate. This survey was a random <br />sample, within 4% degrae of accuracy and developed a large <br />enough sample to analyze the data both by City ward and total <br />City. The benefits to a mail survey in general is the cost <br />which is usually cheaper than either a phone survey or door to <br />door survey. The firm of Anderson, Neibuhr Associates, <br />conducted both a phone and mail survey. Residents of the <br />community ^f St. Louis Park received a mail survey whila a <br />phone survey was used to interview the local businesses. <br />-c ;nfnrmation would the City like to be <br />While the actual questions to be included in the survey will <br />be decitled later, it •.-iould be good to have a general idea of <br />the types of questions the City wants tc ask its residents. <br />Are we only interested in the home owners of the community or <br />do we wish to survey the renters and businesses located in <br />Mounds View? Do we want to ask all three groups — homeowners, <br />renters and businesses, the same questions? <br />Some communities tried to discern what were the strengths and <br />weaknesses in providing and distributing City services. Other <br />cities concentrated on the possible expansion of services <br />dependent upon the residents willingness to pay. Still other <br />surveys targeted a few key issues that had arisen within the <br />community. A generalized idea of the scope of the survey will <br />be needed to accurately portray the city's needs when <br />developing the RFP. <br />Based upon comments received by 6he City Council at the November <br />16 agenda session, Staff proposes to develop an RFP to send out <br />to listed companies. <br />RJH/bac <br />
