AD - MIN . ISTRATIVE <br />NEWSLETTER <br />December 28, 1987 City Of Mounds View Volume VII Number 20 <br />MOUNDS VIEW LIBRARY <br />On Friday, December 18th City Planner Herman and I met with <br />Ramsey County Library Executive Director Norman Vinnes to discuss <br />the process the County Library Board proposes to undertake in <br />selecting a site for the construction of the Mounds View Library <br />facility. Mr. Vinnes presented Ms. Herman and myself with copies <br />of their site selection criteria and comments on this criteria. <br />We will be meeting again in January to discuss what sites might <br />be available in Mounds View that best fit the proposed criteria. <br />it is anticipated that Mr. Vinnes will. be meeting with the City <br />Council at your first Agenda Session in February to discuss the <br />results of his site selection work and receive your input prior <br />to presentinn it to the County Library Board and ultimately to <br />the County Board. <br />CITY CODE AND PLAN UPDATES <br />Staff has been working feverishly during the last few months to <br />complete the updates of the City's Code, Emergency Plan, and "r <br />Salary Administration and Performance Review Program. It is <br />expected that once the binder covers for these plans have been <br />completed that these three items will be presented to you at <br />Agenda Sessions in January and February. With respect to the <br />Ei.2rgency Plan and Salary Administration and Performance Review <br />Program, Council will simply need to approve and adopt this plan <br />and program. The City. Code update, however, will require one <br />final review by all Department Heads and the City Council to <br />confirm the acceptability of all of the proposed changes and then <br />a Public Hearing will be required prior to adoption, of an <br />ordinance implementing the updated code. It would be my hope <br />that all of this could be accompl;shed by April ist. <br />DELAYED STRESS SYNDROME STUDY <br />On December 14th I met with Dr. George Reilmuto of the University <br />of Minnesota Hospitals, Department of Psychiatry regarding the <br />Delayed Stress Syndrom Study he and various medical students have <br />undertaken in the City of Mounds View relating to the Williams <br />Pipeline incident. Dr. Reilmuto indicated that the initial <br />interviews in the area of the pipeline incident have been <br />completed and requested assistance in selecting a control area in <br />Mounds View against which the results of the initial surveys <br />could be compared. This work will be going on during the next 60 <br />to 90 days with a presentation of the results of the study to the <br />City's Council scheduled after all of the data had been <br />
