MEMO TO: Clerk -Administrator and City Council <br />FROM: Public Works Foreman Ulrich <br />DATE: January 26, 1988 <br />SUBJECT: SNOW REMOVAL OPERATION AND COSTS PROVIDED BY <br />RAMSEY COUNTY - IN-HOUSE SNOW REMOVAL PROPOSAL <br />When I accepted the Public Works Foreman position in late <br />November, I was made aware of two very interesting facts. One <br />being that Ramsey County provided the City with basically all <br />snow and ice control. The other was that we had bid and are in <br />the process of purchasing a new dump truck, complete with all <br />snow removal equipment. After be_ng on board for a couple of <br />weeks, observing the County's procedures and reviewing past <br />invoices, I began to see that some of their services and related <br />billings are not cost effective for the City. I am fully aware <br />that the County has provided these services to Mounds View for <br />years and my intention is not to "step on any toes", but to <br />enlighten you to a few facts and figures. I formerly held a <br />position in local government for a city that provided its own <br />snow removal, therefore, I know about efficient and effective <br />snow and ice removal. <br />First of all, I would like to explain to you that the data this <br />proposal is based on are from the years 1985 through 1987. Only <br />in dealing with equipment rental did I research beyond five <br />years. <br />T would like to start off with a labor comparison. The County <br />has four labor rates. each respectively higher than our current <br />highest rate of $12.60 per hour. <br />Ramsey County Wages - 1987 <br />Maintenance Laborer $12.91/hour <br />Medium Equipment Operator $13.20/hour <br />*Heavy Equipment Operator 1 $13.78/hour <br />Heavy Equipment Operator 2 $14.29/hour <br />*I have been told that this is the classification that <br />we pay most of the time. <br />During the years of 1985 through 1987, Mounds View paid <br />$?2,366.17 to the County for labor. If we had in-house services, <br />we would have paid $21,066.10. These figures are based on actual <br />labor charges by the County. To arrive at Mounds View's labor <br />charge I used total labor hours (1,741) multiplied by our current <br />wage rate of $12.60 per hour. <br />I do wish to point out that in the past the County had older <br />equipment which supposedly required two men to operate, though <br />MnDOT has had a one-man operation for many years. Through the <br />last couple of years Ramsey County has acquired newer trucks in <br />
