MEMO TO: MAYOR AND CITY COUNCIL <br />4- <br />FROM: CLERK -ADMINISTRATOR <br />DATE: JANUARY 22, 1988 <br />SUBJECT: EXCESS POLICE AID <br />Attached please find a memorandum from Stan Peskar, General <br />Counsel of the League of Minnesota Cities, relating to the <br />refund of excess police aids to P.E.R.A. In reviewing City <br />records, I have been advised by Finance Director Brager that <br />the C:_y of Mounds View refunded $3,696.89 to the P.E.R.A. <br />in 1987 and had not refunded any excess police aid prior to <br />that time. <br />In light of the comments made by Mr. Peskar, it would appear <br />to be reasonable to conclude that the P.E.R.A. does not need <br />this money and the refund of the excess to them is currently <br />no longer a necessary requirement. Since it is your <br />intention to meet with our legislators prior to, or during <br />the upcoming Legislative Session, I thought it would be <br />n <br />appropriate for you to be aware of this information and <br />perhaps comment to them on it, particularly if you feel <br />there is a need for changes in the Legislation to allow for <br />the retention of these monies by cities in view of the fact <br />^s <br />r that the P.E.R.A.'s Police and Fire Fund is fully vested at <br />{ this time. <br />_ <br />DFP/mjs <br />Attachment: <br />
