f^ 8. Encourage and provide maximum opportunity for private <br />redevelopment of existing areas and structures which are compatible <br />with the Development Program. <br />9. Specific objectives includes <br />a. Acquire land or space which is vacant, unused, underused, or <br />inappropriately used for new or e:;panding uses as well as <br />supportive parking. <br />III. Encourage the expansion of existing businesses. <br />C. Acquire property containing substandard soil conditions. <br />d. Provide park and recreational improvements to complement <br />private development. <br />e. Eliminate blighting soil conditions which impede potential <br />development. <br />f. Acquisition of property to support dark, recreational <br />improvements and proposed development. <br />D. Estimated Public Costs and Supportive Data <br />The estimated costs of the public improvements to be made within the <br />Development District and financed by tax increments will be derived from <br />the tax lacrement financing district within Development District No. 3. See <br />Appendix "D". <br />E. Environmental Controls <br />The proposed development activities in the Development District do not <br />present significant environments, concerns. All municipal actions, puhlic <br />Improvements and private development shall be carried out in a manner <br />consistent with existing environmental standards. <br />The public Improvements needed to bring about the new development may <br />include acquisition of land, site improvements, utilities, and general <br />Improvements. The estimated public improvement costs will be summarized <br />In the tax increment financing plan. <br />The Development Program does not contemplate the acquisition of private <br />property until such time as a private developer presents an economically <br />feasible program for the reuse of that property. Proposals, in order to be <br />considered, must be within the framework of the above cited goal, and <br />objectives, as well as City approved tax increment guide lines, and must <br />clearly demonstrate feasibility as a public program. Prior to formal <br />consideration of the acquisition of any property, the City Counci: will <br />require a binding contract, performance bond and/or other evidence or <br />guarantees that a supporting tax increment or other funds will be available <br />3 <br />
