Distric area and reviewed the reasoning for designation of No. 3 and the municipal development district plan and the tax Adoption "1 increment financing plans. She added the Planning Development Commission had passed a resolution on February 17, District Plan supporting the tax increment plan for this area. and Program Pat Rickaby, 8343 Groveland Road, stated she is opposed to tax increment financing, and as in the words of one Planning Commissioner, she feels it is corporate welfare on the backs or the residents. She addPA she is opposed to this proposal based on the wetland that would be destroyed on the property, and she feels there would be a good deal of impact on the environment and wetland in the area. mayor Linke clarified that tnere is no development proposed at this point. Planner Herman stated there is no development agreement or approval of a project for this prop-^rty, and that a budget has been proposed only for the purpose o- receiving tax increment financing. Sandy Krough, 7827 Bona Road, asked what tax increment financing is. Mayor Linke explained it is a process of using future cax dollars, and the developer pays for it rather than the residents. He added the Council will not approve anything longer than 15 years.
