MEMO TO: Mayor and City Council <br />FROM: City Planner Herman <br />DATE: March 10, 1988 <br />SUBJECT: PUB:TC HEARING - 8100 GROVELAND ROAD '= <br />Enclosed you will find information on the issue of 8100 Groveland <br />Road and the potential Knollwood Drive extension. <br />Per yn,,r directior on February 17, the Planning Commission <br />invittd e'i. af`�c 2d residents to a public meeting to discuss <br />whether to obtain 8100 Groveland Road. After listening to the <br />residents express their views on extending Knollwood Drive, the <br />Planning Commission tried to focus the discussion on what to do with 8100 Groveland Road. The Planning Commission :eels'that the <br />City should obtain this lot in order to leave as many options as <br />possible open to the City for whatever type of development may <br />occur in this area. <br />During the process of updating the Comp Plan the Knollwood area <br />has been d?scussed as a potential commercial node. This would <br />complete a system of three commercial nodes along highway 10. <br />The Planning Commission felt obtaining this parcel would be a <br />«- start in developing a buffered area from the commercial fronting <br />Highway 10 and the interior residential. <br />The Planning Consultant has also stressed the need to have the <br />City more involved in controling the development which occurs in <br />Mounds View. This area is one of the few large open spaces left <br />in the City and may occur in a haphazard manner without City <br />input. <br />If the City was interested in purchasing the Groveland property <br />they could tie this area into the County Road I triangle <br />Development District., This would allow the City to reimburse <br />itself for this expense when the TIF District started generating <br />its increment.
