Planning Commission Staff Report <br />5/1/2024 – Preliminary Plat, Voyager Subdivision, 7900 Sunnyside Road <br />Page 3 <br /> <br /> <br /> <br />The Mounds View Vision <br />A Thriving Desirable Community <br />Process: <br />Subdivision approval follows Section 158 of the City Code, with City Staff review, Planning <br />Commission recommendation, and approval by the City Council after a public hearing. <br /> <br />60-Day Deadline <br />The application was complete with fees paid on April 18, 2024. The deadline for final action by <br />the City Council per State statute 462.358 Subd. 3(b) is August 17, 2024 (a preliminary plat has <br />a 120-day deadline; the final plat has a separate 60-day timeline). <br /> <br />Recommendation: <br />City staff recommends that the Planning Commission recommend approval of the preliminary plat <br />for the Voyager Subdivision plat to divide the parcel into two lots as depicted on the Preliminary <br />Plat prepared by Kemper & Associates Inc. dated 5-3-2023, with the following findings of fact: <br /> <br />Findings of Fact for Approval <br /> <br />1) Joshua Beach and Cory Shae Beach (“Applicants”) own the property at 7900 Sunnyside <br />Road in Mounds View, Minnesota, legally described as Lot 103, Spring Lake Park HillView <br />(“Property”). <br /> <br />2) The property is zoned R-1 Single Family Residential. <br /> <br />3) The Applicants are requesting to subdivide the property into two residential lots in a plat <br />called Voyager Subdivision. <br /> <br />4) The R-1 district standards in the Mounds View zoning code require interior lots to be a <br />minimum of 75 feet wide and 11,000 square feet in area; corner lots must be a minimum <br />of 100 feet wide and 12,500 square feet in area. Lot 1 of the proposed Voyager Subdivision <br />plat is about 108 feet wide and 14,587 square feet in area; Lot 2 is about 123 feet wide <br />and 16,776 square feet in area.
