Planning Commission Staff Report <br /> 11/6/2024—Conditional Use Permit Amendment(Dynamic Display Sign), 7687 Long Lake Road <br /> Page 3 <br /> CUP Factors <br /> Section 160.450(E) lists the standards the Planning Commission is to consider in assessing <br /> possible impacts of a conditional use permit: <br /> Adverse effects. The Planning and Zoning Commission shall consider possible adverse effects of the <br /> proposed amendment or conditional use. Its judgment shall be based upon (but not limited to)the <br /> following factors: <br /> (1) Relationship to Municipal Comprehensive Plan; <br /> (2) The geographical area involved; <br /> (3) Whether the use will tend to or actually depreciate the area in which it is proposed; <br /> (4) The character of the surrounding area; and <br /> (5) The demonstrated need for the use. <br /> Long Lake Road is a busy road. The church property faces single family homes across County <br /> Road I and the back side of the Mounds View Square shopping center. The area where the sign <br /> will be located is landscaped with trees and shrubs. The sign is relatively modest in size. The sign <br /> should have minimal impact on the surrounding properties. <br /> The proposed sign would not negatively impact any of the above factors. <br /> Recommendation: <br /> We recommend that the Planning Commission recommend approval of the conditional use permit <br /> for the dynamic display sign at 7687 Long Lake Road as submitted on the materials from the <br /> applicant, with the following conditions and findings of fact: <br /> Condition for Approval <br /> 1) The dynamic display sign will adhere to all standards for such signs in Section 161.038(H) <br /> of the Zoning Code, as well as any other applicable zoning and engineering standards. <br /> Findings of Fact for Approval <br /> 1) Free Life Family Worship Center owns the property at 7687 Long Lake Road. The site has <br /> been used as a church and school for many years. <br /> 2) Dynamic display signs are regulated in the Mounds View Zoning Code in Section <br /> 161.038(H), which standards apply to the proposed sign. <br /> 3) The proposed sign face will be 8'-0" by 1"-4", or 10.7 square feet in area, attached to a <br /> frame of wooden cross beams 6 feet high and 12 feet across. <br /> The Mounds View Vision <br /> A Thriving Desirable Community <br />
