RESOLUTION 1179-25 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION RECOMMENDING APPROVAL OF THE ORDINANCE REZONING <br />THE PROPERTY AT 2840 MOUNDS VIEW BOULEVARD <br />FROM B-2 LIMITED BUSINESS TO B-3 HIGHWAY BUSINESS <br />MOUNDS VIEW PLANNING CASE ZC2025-00002 <br /> <br />WHEREAS, Phoenix Realty, LLC (“Owner”) owns the property at 2840 Mounds View Boulevard <br />(“Property”), zoned B-2 Limited Business District, legally known as: <br /> <br />Auditor’s Subdivision No. 89 ex S 761 ft & ex part NEly of line parallel with and 75 ft SWly <br />from CL of STH 10/62; Lot 57 <br />PIN 063023340062 <br /> <br />And, <br /> <br />WHEREAS, Sabry Sharara (“Applicant”), acting as the owner’s representative, has requested the <br />Property be rezoned to B-3 Highway Business to accommodate future commercial development. <br /> <br />WHEREAS, the Mounds View Planning Commission has reviewed this request and examined the <br />potential adverse effects that could result from the rezoning. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission makes the <br />following finding of fact related to this request: <br /> <br />Findings of Fact for Approval <br /> <br />1) Phoenix Realty, LLC owns the property at 2840 Mounds View Boulevard (“Property”), zoned B-2 <br />Limited Business District, legally known as Auditor’s Subdivision No. 89 ex S 761 ft & ex part NEly <br />of line parallel with and 75 ft SWly from CL of STH 10/62; Lot 57; PIN 063023340062. <br /> <br />2) Sabry Sharara, acting as the owner’s representative, has requested the Property be rezoned to B- <br />3 Highway Business to accommodate future commercial development. <br /> <br />3) The requested rezoning is reasonable, appropriate, and in the best interests of the City. <br /> <br />4) The requested rezoning satisfies the standards in Section 160.450(E) of the Zoning Code relating <br />to possible adverse effects: <br /> <br />a. The Future Land Use Plan guides the property Mixed Use which is compatible with the <br />requested rezoning to B-3. <br />b. The property fronts Mounds View Boulevard, the City’s busy commercial corridor. The <br />geographical area is appropriate for the B-3 rezoning. <br />c. The potential commercial uses on the property will not depreciate the area.
