Item No: 07A <br />Meeting Date: March 19, 2025 <br />Type of Business: Planning Business <br />Planning Case: N/A <br /> <br />City of Mounds View Staff Report <br />To: Mounds View Planning Commission <br />From: Phil Carlson, AICP, Stantec, City Planner <br />Item Title/Subject: Rezoning – 2833 Mounds View Blvd, 2840 Mounds View Blvd, <br />7861 Groveland Road <br />Request: Zoning Map Amendments <br /> <br /> <br />Introduction: <br />Three parcels in the City along and near Mounds View Boulevard are ripe for redevelopment and <br />City staff has discussed rezoning them to B-3 Highway Business to be ready. They are 2833 <br />Mounds View Blvd (owned by the City), 2840 Mounds View Blvd (former Simon’s, owned by <br />Phoenix Realty, LLC), and 7861 Groveland Road (behind Simon’s, owned by the City), illustrated <br />on the next page. The 2833 parcel is currently R-1, the other two are currently B-2. All are being <br />rezoned to B-3 because that zone allows drive-thru businesses, which are a possibility for the <br />sites. A fourth commercial parcel at 2848 Mounds View Blvd may redevelop, but it is already <br />zoned B-3. The City-owned site at 2716 Hillview Road, now zoned R-1, has been discussed for <br />redevelopment, but is not part of this rezoning action at this time.
