ORDINANCE NO. 1041 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />AN ORDINANCE VACATING A HIGHWAY EASEMENT <br />ON THE PROPERTY AT 3033 WOODALE DRIVE <br />The City of Mounds View Ordains: <br />Section 1. Background; authority. <br />1.01. The city of Mounds View ("City") is governed by a home rule charter (the "City <br />Charter"), adopted pursuant to the Constitution of the State of Minnesota and <br />Minnesota Statutes, chapter 410 (the "Act"). <br />1.02. Section 12.06 of the City Charter controls vacation of easements, provided such <br />vacation is made only after published notice in the official newspaper and an <br />opportunity for the affected property owner and public to be heard. <br />Section 2. Request to vacate easement. <br />2.02. Jason Stockwell ("Owner") owns the residential property as 3033 Woodale Drive <br />in the City, legally known as: <br />Lot 46, KNOLLWOOD PARK RAMSEY CO. MINN., Ramsey County, <br />Minnesota. <br />2.02. The Owner has requested vacation of the 30-foot-wide highway easement <br />located along the north end of their property, recorded by Ramsey County as <br />Document 501754, and depicted on a preliminary plat survey map for HIDDEN <br />HOLLOW NOOK prepared by E.G. Rud & Sons, Inc. dated 10/17/2024. <br />Section 3. Notice, decision, and findings. <br />3.01. Having received the request from the Owner to vacate the easement described <br />in Section 2, the City published notice of the vacation request in the official <br />newspaper on April 17, 2025, and mailed notice of a public hearing to surrounding <br />property owners within 500 feet. <br />
