Mounds View City Council April 14, 2025 <br />Regular Meeting Page 9 <br />2 Public Works/Parks and Recreation Director Peterson requested the Council approve the 2025 <br />3 Sanitary Sewer Line Rehabilitation CIPP (Cured -in -Place -Pipe) project. He reported this would <br />4 complete ongoing maintenance of the City's sewer lines. He stated City staff has inspected these <br />5 lines and has come up with ranked sections that need repair or remediation. He noted some of the <br />6 lines are 15 to 20 feet deep and others were constructed of clay. He explained this project was bid <br />7 on April 1 and three bids were received. He noted VisuSewer was the low bidder and staff <br />8 recommends the contract be awarded to VisuSewer for the base bid and Alternates 1 and 4. <br />9 <br />10 Council Member Meehlhause recalled the City did not complete any sewer lining work in 2024. <br />11 Public Works/Parks and Recreation Director Peterson reported this was the case, and noted this <br />12 was why the 2025 project was larger in scale. He noted the City received a grant from Met Council <br />13 for this project which meant the final cost to the City would be less than $1 million. <br />14 <br />15 MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 10088, <br />16 Approval of the 2025 Sanitary Sewer Line Rehabilitation - CIPP (Cured -in -Place -Pipe) Project <br />17 including Alternates 1 and 4. <br />18 <br />19 Ayes — 4 Nays 0 Motion carried. <br />20 <br />21 M. Resolution 10089, Awarding a Contract to Northwest Asphalt for the 2025 <br />22 Street Project. <br />23 <br />24 Public Works/Parks and Recreation Director Peterson requested the Council award a contract to <br />25 Northwest Asphalt for the 2025 Street Project. He reviewed the streets included in the project area <br />26 and noted the project was bid on March 14. He explained the low bid was received from Northwest <br />27 Asphalt. He commented on the alternates that were included in the project and noted staff was <br />28 working with the County on the sidewalk projects. <br />29 <br />30 Council Member Meehlhause asked if Northwest Asphalt has worked in the City of Mounds View <br />31 before. Public Works/Parks and Recreation Director Peterson reported Northwest Asphalt has <br />32 completed eight of the City's street improvement projects and staff believed they do very good <br />33 work. <br />34 <br />35 Vince Meyer, 8380 Spring Lake Road, recommended the City pursue a proposal to fix Spring Lake <br />36 Road before moving forward with another street improvement project. <br />37 <br />38 Mayor Lindstrom asked if there would be a new sidewalk to the park. Public Works/Parks and <br />39 Recreation Director Peterson reported there would be one sidewalk from the parking lot to the <br />40 west and the sidewalk to the east would be eliminated. <br />41 <br />42 Further discussion ensued regarding the damage that has occurred along the roadway outside of <br />43 the Public Works Facility. <br />44 <br />45 Mayor Lindstrom questioned how old this roadway was. Public Works/Parks and Recreation <br />46 Director Peterson reported this roadway was last reconstructed in 1993. <br />
