Arbor Day/Earth Day Proclamation. <br />3 <br />4 Mayor Lindstrom read a proclamation in full for the record declaring April 25, 2025 to be Arbor <br />5 Day and April 22, 2025 to be Earth Day in the City of Mounds View. <br />6 <br />7 7. PUBLIC COMMENT <br />8 <br />9 Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the <br />10 City Council during Public Comment. <br />11 <br />12 Vince Meyer, 8380 Spring Lake Road, stated four weeks ago he spoke to the City Council <br />13 regarding the public safety on his road. He explained vehicles were driving over the sidewalk and <br />14 curb. He requested the City take action on this matter. In addition, he recommended the concrete <br />15 material that was dumped at Ardan Park be addressed. <br />16 <br />17 Jim Willey, 8403 Spring Lake Road, explained he would like an update as to what was going on <br />18 with the Mitchell property. He reported he reached out to staff regarding this matter and indicated <br />19 it was becoming quite frustrating that no action has been taken on the City's part. <br />20 <br />21 8. COUNCIL BUSINESS <br />22 A. PUBLIC HEARING: Second Reading and Adoption of Ordinance 1037, <br />23 Rezoning the Property at 2833 Mounds View Boulevard from R-1 Single <br />24 Family Residential to B-3 Highway Business ROLL CALL VOTE. <br />25 <br />26 Assistant City Administrator Beeman requested the Council rezone the Property at 2833 Mounds <br />27 View Boulevard from R-1 Single Family Residential to B-3 Highway Business. <br />28 <br />29 Mayor Lindstrom opened the public hearing at 6:10 p.m. <br />30 <br />31 Hearing no public input, Mayor Lindstrom closed the public hearing at 6:10 p.m. <br />32 <br />33 MOTION/SECOND: Meehlhause/Smith. To Waive the Second Reading and Adopt Ordinance <br />34 1037, Rezoning the Property at 2833 Mounds View Boulevard from R-1 Single Family Residential <br />35 to B-3 Highway Business and directing staff to publish a summary ordinance. <br />36 <br />37 ROLL CALL: Gunn/Meehlhause/Smith/Lindstrom. <br />38 <br />39 Ayes — 4 Nays — 0 Motion carried. <br />40 <br />41 Gloria Pettis, 7950 Fairchild Avenue, stated her property backs up to the Gillespie property. She <br />42 questioned what would be allowed to locate on the property now that it was zoned B-3. <br />43 <br />44 Assistant City Administrator Beeman commented there was interest in locating an auto repair <br />45 business on this property, but this use has since went away. <br />46 <br />
