1 <br />City of Mounds View Staff Report <br />Item No: 08B <br />Meeting Date: May 5, 2025 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Public Hearing: Consideration of Resolution 10092, Approving a <br />Chicken -Keeping License for Julie Clark, 8005 Woodlawn Drive <br />Introduction: Chapter 90.005 of the Mounds View Code allows limited and controlled raising <br />and keeping of chickens and/or ducks on properties zoned R-1, Single Family. Julie Clark has <br />applied to raise and keep chickens on her property. <br />Discussion: The applicant, Julie Clark, has applied to raise and keep chickens on her <br />property located at 8005 Woodlawn Drive. The City Code allows up to twelve chickens at one <br />time and requires that backyard areas within which the chickens roam be fenced. Ms. Clark <br />has indicated that she plans to raise and keep 12 chickens at this time. Ms. Clark has also <br />indicated that the coop is enclosed with a fence approximately six feet high. The chicken coop <br />will meet the City Code requirement of a minimum of 20 feet from all property lines. <br />In accordance with Chapter 90.0005 of the Mounds View City Code, initial applications shall be <br />considered by the City Council after holding a public hearing. Approval of renewal applications <br />are done administratively unless the City has received substantial complaints or related <br />violations have been documented during the previous year. <br />As required, staff has published a public hearing notice in the April 16, 2025, edition of the <br />Pioneer Press, the City's official newspaper. In addition, notices were mailed to residents within <br />350 feet of the subject property. <br />It appears Ms. Clark's request meets all requirements of Chapter 90.005. <br />This is an annual license and will expire December 31, 2025. <br />Strategic Plan Strategy/Goal: Our ordinance and this application are consistent with the Vision <br />Statement, "...welcoming a desirable destination to all ages and cultures... and a place where <br />residents can live, work and play." <br />Financial Impact: None <br />Recommendation: Staff recommends opening the public hearing for comment and approval <br />of Resolution 10092 approving a chicken -keeping license for Julie Clark. <br />Respectfully submitted, <br />Nyle Zikmund, City Administrator <br />
