MOUNDSVIEVv <br />City of Mounds View Staff R <br />Item No: 08C <br />Meeting Date: May 5, 2025 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Public Hearing: Consideration of Resolution 10093, Approving a <br />Chicken -Keeping License for Jeremy Maniak, 5085 Greenwood Drive <br />Introduction: Chapter 90.005 of the Mounds View Code allows limited and controlled <br />raising and keeping of chickens and/or ducks on properties zoned R-1, Single Family. <br />Jeremy Maniak has applied to raise and keep chickens on his property. <br />Discussion: The applicant, Jeremy Maniak, has applied to raise and keep chickens on <br />his property located at 5085 Greenwood Drive. The City Code allows up to 12 chickens at <br />one time. Mr. Maniak has indicated that he plans to raise and keep five chickens at this <br />time. Mr. Maniak has not yet decided what kind of coop he will have, but he will be <br />provided a copy of the City of Mounds View coop specifications and will be required to <br />conform to the minimum 20-foot setback from all property lines, in addition to the setback <br />of three feet from the garage and 20 feet from the house. Also, Staff is somewhat unclear <br />as to the fencing that surrounds the property as communication with the applicant was <br />limited. City Code does require that backyard areas within which the chickens roam be <br />fenced so the requirement for fencing must also be met. <br />In accordance with Chapter 90.0005, initial applications shall be considered by the City <br />Council after holding a public hearing. Approval of renewal applications are done <br />administratively unless the City has received substantial complaints or related violations <br />have been documented during the previous year. <br />Staff recommends that a site inspection be conducted if approved, and after the coop has <br />been put in place, to confirm that City Code requirements have been met. <br />As required, staff has published a public hearing notice in the April 16, 2025, edition of the <br />Pioneer Press, the City's official newspaper. In addition, as required, notices were mailed to <br />residents within 350 feet of the subject property. <br />Mr. Maniak has indicated that he will be present at the City Council meeting/public hearing <br />to answer any questions you may have. <br />This is an annual license and will expire December 31, 2025. <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
