RESOLUTION 1182-25 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION RECOMMENDING APPROVAL OF THE ORDINANCE ON <br />STANDARDS RELATING TO ACCESSOARY DWELLING UNITS <br />MOUNDS VIEW PLANNING CASE SP-237-25 <br />WHEREAS, Sections 160.450 and 160.451 of the Mounds View Zoning Ordinance detail the <br />process and requirements for amending the zoning code; and, <br />WHEREAS, Section 160.087 of the Mounds View Zoning Ordinance has standards relating to <br />accessory dwelling units ("ADUs"); and, <br />WHEREAS, the Planning Commission has reviewed the ordinance and proposed amendments <br />relating to exterior and interior modification of ADUs and the requirement for one of the units of an ADU to <br />be occupied by the owner. <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission makes the <br />following finding of fact related to this request: <br />Findings of Fact <br />1) It is reasonable and appropriate to allow interior and exterior modifications to a structure with an <br />ADU provided such modifications do not alter the detached nature of the ADU. <br />2) It is reasonable and appropriate for the City to require a restrictive covenant to be recorded against <br />a property with an ADU to ensure that one of the units is occupied by the owner. <br />NOW, THEREFORE, BE IT FURTHER RESOLVED that the Mounds View Planning Commission, <br />based upon the above findings of fact, does hereby recommend that the City Council adopt Ordinance <br />1042 amending the Mounds View Zoning Code on standards relating to accessory units. <br />Adopted this 7th day of May, 2025. <br />Dennis armer, Plan g Commission Chair <br />ATTEST: <br />Brian Beeman, Assistant City Administrator <br />(SEAL) <br />
