Mounds View City Council May 12, 2025 <br />Regular Meeting Page 3 <br /> <br /> <br />Vince Meyer, 8380 Spring Lake Road, stated he met with City Administrator Zikmund last week <br />to discuss the turn lanes on Ardan, 84th and 85th. He understood staff would be looking into this <br />matter. He explained staff never did an update on the driveways on Spring Lake Road and asked <br />that staff provide information on this matter. <br /> <br />Sharon Kirscher, 8406 Red Oak Drive, stated she spoke with Charlie Herbst today about the <br />Mermaid and she understood there was an extra pole by the sign that may accommodate the <br />refurbished Mermaid. She suggested Charlie Herbst be considered as the grand marshal for this <br />years Festival in the Park. She commented on the speed of government and encouraged staff to be <br />careful with their words when responding to the public going forward. She asked if trade schools <br />could be used to complete tasks for the City. She questioned if the City Council has discussed how <br />revenues from the pot shop would be utilized by the community. <br /> <br />Russell Czech, 8431 Pleasant View Drive, explained he has asked for a discussion with the City <br />Council. He reported he made a phone call and asked about the policy for tree removal and this <br />person then called the City. He reviewed a letter he received from the City Attorney and questioned <br />why the City Council had not signed this letter. He commented on the false accusations within the <br />letter and noted he had cameras on his house to prove this. He reported he never left his house on <br />the day in question and asked how the City had proof for these accusations. He indicated the City <br />was after him for $500 for a tree removal when he was not given 14 days-notice. He stated he got <br />two business days. He questioned when the City would address this matter and noted he could <br />provide video proof that he had not accosted anyone. <br /> <br />Christina Czech, 8431 Pleasant View Drive, commented her husband is always loud and should <br />not be perceived as aggression. She explained they were working diligently to squash this situation <br />because it never should have happened this way. <br /> <br />Mr. Czech stated if the tree in his yard had been deemed hazardous, this was a joke. He encouraged <br />the City Council to begin doing this properly and noted he would like to see this matter squashed. <br /> <br />8. COUNCIL BUSINESS <br />A. Introduction and First Reading of Ordinance 1042, Amending the Mounds <br />View Zoning Code on Standards Relating to Accessory Dwelling Units. <br /> <br />Evan Monson, Stantec, requested the Council introduce an ordinance that would amend the <br />Mounds View Zoning Code on standards relating to Accessory Dwelling Units. He reviewed the <br />proposed changes noting the property would be legally required to be owner occupied. He <br />indicated the second change would allow for exterior modifications, as long as they remained <br />consistent with the existing structure. <br /> <br />Mayor Lindstrom supported the City rethinking its ADU policy in order to be more flexible and <br />to allow for detached ADU’s. <br /> <br />Council Member Meehlhause reported in 2023 this came before the Council and there was a <br />motion to table action on this. He agreed that this item should come back to the Council for further
