The Mounds View Vision <br />A Thriving Desirable Community <br />Item No: 08A <br />Meeting Date: June 9, 2025 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Public Hearing: Resolution 10103, Approving a Temporary On-Sale <br /> Liquor License for the Festival in the Park of Mounds View to Allow <br />Moe’s American Grill to Sell and Serve Liquor at the 2025 Mounds View <br />Festival in the Park <br /> <br /> <br /> <br />Introduction: In accordance with the Mounds View City Code, Temporary On-Sale <br />Intoxicating Liquor Licenses may be issued to a club, charitable, religious or non-profit <br />organization. This license, is valid for up to three consecutive days. The Festival in the Park <br />of Mounds View is a non-profit organization that is requesting that Moe’s American Grill, <br />located in Mounds View, be allowed to sell and serve liquor during the Mounds View Festival <br />in the Park on Saturday, August 16, 2025. A public hearing is required for all liquor licenses, <br />including temporary. <br /> <br />Discussion: Festival in the Park of Mounds View and Moe’s American Grill have applied to <br />sell and serve alcoholic beverages at this year’s Festival in the Park. A temporary license is <br />still required even though Moe’s has a current liquor license with the City of Mounds View. <br />That license only applies to sales made on site. <br /> <br />Application materials, including insurance and fees, have been submitted. As mentioned, <br />Moe’s has a current On-Sale Intoxicating Liquor License with the City of Mounds View and the <br />Minnesota Department of Public Safety (Alcohol and Gambling Division). However, the state <br />of Minnesota requires a temporary liquor license for events such as this. As the owner of <br />Moe’s, Jeff Moritko, had a background check in November of last year, a new background is <br />not required for this application. <br /> <br />As in past Mounds View festivals, there will be a fenced-in area designated as the “beer <br />garden”. All alcoholic beverages must remain within the fenced in area. The “beer garden”, <br />as with other festival activities, will be located at Silver View Park. Moe’s will set up tents and <br />tables and will be selling canned beer, seltzers and bottled water. <br />The public hearing notice was published in the St. Paul Pioneer Press May 22, 2025. <br /> <br /> <br /> <br /> <br /> <br />
