The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No: 8E <br />Meeting Date: June 9, 2025 <br />Type of Business: CB <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 10104, Authorizing the Relocation of the Zipline <br />Equipment from Hodges Park to Silver View Park <br />Introduction: <br />The City Council is being asked to consider relocating the Zipline from Hodges Park to Silver View <br />Park. <br /> <br />Background/Discussion: <br />City Council passed Resolution 9502, on November 22, 2021, approving a new playground for <br />Hodges Park which included a Zipline, a new feature for City parks. The Park and Recreation and <br />Forestry Commission (PRFC) wanted to provide a new feature for a park, South of Mounds View <br />Boulevard after the splash pad was installed. <br /> <br />The Zipline has been a huge hit and has brought more park patrons to Hodges Park. Since the <br />Zipline was installed, the popularity recently has garnered mixed feelings. While many of the park <br />patrons have enjoyed the Zipline, property owners adjacent to the park have raised concerns with <br />the noise level, language and after park hours use. <br /> <br />During the open house on July 11, 2024, for the Park System Master Plan, residents living next <br />to the Hodgers Park attended and expressed their concerns and asked what could be done to <br />address these issues. They were advised to approach the Commission first to make them aware <br />of the concerns with the Zipline. <br /> <br />The property owners have attended several City meetings including the joint Council/Park and <br />Recreation and Forestry Commissions on February 27, 2025, where the draft Park System Master <br />Plan was presented. At this joint meeting the City Council Requested the Commission look into <br />relocating the Zipline. <br /> <br />PRFC requested Public Works Staff to investigate moving the Zipline, to include possible new <br />locations and associated costs. <br /> <br />On May 22, 2025, as part of the PRFC Meeting, Hodges and Silver View Parks were toured to <br />assess a possible new location for the Zipline and included as part of their regular business. The <br />following options were presented: <br />1) Leaving the Zipline as is - not functioning <br />2) Put the Zipline back to function <br />3) Remove the entire Zipline feature and place in storage, installing at another park in the <br />future <br />4) Remove and reinstall at either City Hall Park or Silver View Park <br /> <br /> <br />The Parks and Recreation Commission reviewed these options and made a motion for the <br />following: <br /> <br />Motion by Arel, 2nd by Lundberg to put it back up at Hodges until it can be moved to <br />Silver View. If we put it up and the Council chooses not to fund the move, then it will come back <br />to the Commission. Motion Passed 5-2. Look into putting up a “quiet” sign. Staff will get bids
