Item No: 8F <br /> Meeting Date: June 9, 2025 <br />Type of Business: CB <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 10105, Approving a Proposal from Stantec Engineering <br />Services to Apply for the Safe Streets for All (SS4A) Grant <br />Background/Discussion: <br />The Public Works Department has many responsibilities, and one is to efficiently operate and <br />manage the street system in Mounds View. Over the past several years, residents have voiced <br />concern on perceived speeding issues and recently, a concern that vehicles do not have the <br />proper turning space. <br /> <br />The Police Department has deployed radar units that capture traffic volume, speed and time of <br />occurrence. Data indicates speeding issues on some streets, not all. <br /> <br />Council has authorized the installation of stop signs on certain intersections. Based off the traffic <br />data, placing these stop signs has helped in certain situations and has had no effect in others. <br /> <br />Stantec, the Consulting Engineer for the City, presented traffic calming options the Council <br />could consider. Stantec proposed to Staff that the City could apply for the Safe Streets for All <br />(SS4A) grant from the federal transportation department. This grant would require Stantec <br />Engineering to research and analyze the entire street system in Mounds View and provide the <br />Council with options to help with speeding and traffic calming. <br /> <br />The total grant amount being requested would be between $160,000.00 to $190,000.00. If <br />awarded the City would be required to provide a 20% commitment or $33,000.00 to $38,000.00 <br /> <br />Stantec has provided a cost proposal of $8,350.00 to assist with writing and submitting the <br />SS4A grant application. NOTE: The deadline to submit the SS4A grant application is June 26, <br />2025. <br /> <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br /> <br />Financial Impact: This item is not included in the 2025 budget and would need to be funded by <br />the Street Improvement Fund account 485-4470-7050 <br /> <br />Recommendation: <br />Staff recommends the City Council approve the attached Resolution approving Stantec <br />Engineering Services to assist with writing and submitting a grant to the U.S. Department of <br />Transportation at a cost of $8,350.00 to be funded from the Street Improvement Fund account, <br />485-4470-7050 with a 2025 budget of $30,000 for miscellaneous items. <br /> <br />Respectfully submitted, <br /> <br />Don Peterson <br />Director of Public Works / Parks and Recreation <br /> <br />Mounds View Vision <br />A Thriving Desirable Community
