MEMO TO: MAYOR AND CITY COUN L <br />FROM: CLERK-ADMINISTRATO <br />DATE: MARCH 16, 1988 6W <br />t� <br />SUBJECT: PUBLIC WORKS DIRECTOR/CITY ENGINEER <br />On the morning of March 15th an interview panel comprised <br />of myself, Councilmembers Blanchard and Wuori, Finance <br />Director Brager and White Bear Lake's Public Works <br />Director/City Engineer Steve Gatlin interviewed Mr. Rick <br />Minetor for the position of Public Works Director/City <br />E-:gineer. Attached is a copy of his resume for your review. <br />The unanimous recommendation of members of the interview <br />panel to me was that Mr. Minetor be offered the position of <br />Public Works Director/City Engineer. I also interviewed <br />Mr. Minetor's current and former City Administrators in <br />Wheatridge, Colorado and both gave me outstanding <br />recommendations and evaluations of his performance. Based <br />on these analyses and recommendations I contacted <br />Mr. Minetor on the morning of March 16 to determine whether <br />or not he would be willing to accept the position and he <br />agreed to my preliminary offer of a starting wage of $40,000 <br />per year with $1,000 per year increases at 3 and 6 months <br />assuming acceptable performance. Also, I advised <br />Mr. Minetor that he would be provided with a City vehicle <br />for use while on City business as well as vacation, sick <br />leave and group health insurance pursuant to the City's <br />current personnel code. Mr. Minetor indicated that he would <br />accept the position on those conditions with a starting date <br />between April 18 and May 1 which would provide him ample <br />opportunity to accomplish his move from Colorado as well as <br />begin the sale of his home. <br />As a side item to the main purpose for this memorandum, <br />Mr. Minetor indicated in his interview that he had prepared <br />the software for a pavement management program and street <br />signage inventory nearly identical to that which the City of <br />Mounds View has been negotiating a contract on with Short- <br />G1110CC—pefW:ll: Rtl V11. W;&=ij 1 L116cusscu Ll.is mattcz -with <br />Me-Minetor he advised and requested that the City not enter <br />into these contracts but allow him the opportunity to bring <br />his software packages .in from Colorado as well as other <br />software he has developed on various other Public Works <br />items and allow him to undertake those studies in-house thus <br />saving the City approximately $16,000 less any computer <br />software or hardware we might need to purchase to accomodate <br />Mr. Minetor's software. Therefore, as a secondary recomen- <br />dation and request I am recommending that the City Council <br />authorize me to advise Short -Elliott -Hendrickson that we <br />will not be entering into a contract with them for the <br />
