Call to Order <br />order by Mayor Links at 8:25 p.m. on Monday, <br />Farch 21, 1988. <br />MEMBERS PRESENT: Councilmembers Hankner, Wuori, 2. Roll Call <br />Quick, Blanchard and Mayor Linke. <br />ALSO PRESENT: Clerk -Administrator Pauley. <br />Clerk -Administrator Pauley reviewed the 3. Preliminary <br />Preliminary agreement negotiated with Mr. John Agreement Between <br />Miller and outlined the obligations of Mr. John A. Miller a <br />Miller and the City as called for in the City of Mounds View <br />agreement. The purpose of the agreement is to <br />provide for the ultimate development of a <br />parcel of land that Mr. Miller owns in the <br />northeast corner of the City and to comply with <br />the requirement ci Minnesota Statutes 469.174, <br />Subd. 10, Paragraph 3, which requires an <br />agreement for the development of a parcel of <br />land certified as a Tax Increment District <br />containing unusual evil or terrain <br />deficiencies. <br />Motionj econd: Hankner/quick to approvs the <br />preliminary agreement between the City of <br />Mounds View and John A.
