MEMO TO: Clerk -Administrator and City Council �O <br />FROM: City Planner Herman <br />DATE: April E, 1988 <br />SUBJECT: 8100 GROVELAND ROAD <br />KNOLLWOOD DRIVE EXTENSION <br />This memo is an attempt to list out the issues that surround both <br />the purchase of 8100 Groveland Road and the possible extension of <br />Knollwood Drive. <br />As you are awar-, the City has before it a building permit <br />appiicati-n for the property at 8100 Groveland Road. The proposed <br />home is in conformance with the City Code and, therefore, must be <br />approved unless the City attempts to purchase the property or <br />through other negotiations with the owner of the lot. <br />The City has, at various times, been presented with petitions <br />from neighboring residents to extend Knollwood Drive. It is this <br />extension of Knollwood Drive that has prompted the City to look <br />into the purchase of 8100 Groveland Road. The City reviewed the <br />issue of the possible extension in 1985. At that time, the <br />recomendation was that the Knollwood extension should hook into <br />Sherwood Road through 8100 Groveland Road. The reasons for <br />choosing this option were as follows: <br />1. The location of a 12 •h water n off of Groveland <br />Road. If extended, u..s main cou_d adequately serve the <br />newly created lots within the interior of the block. <br />Spring Lake Road has a 6 inch water main. <br />2. The traffic patterns of the City. It was felt that <br />Spring Lake Road already had a traffic pt;'iem. This <br />would ba exacerbated by having the Knollwood Drive <br />extension follow through to the Spring Lake Road side. <br />In addition, the location for the Spring Lake Read <br />extension would be very close to Highway 10. While it <br />has not been confirmed by the Minnesota Department of <br />Transportation, there is some indication that they would <br />not be willing to have a residential street less than <br />*4nn fee. f. M H: h...� . in Th, r. --- --�i- <br />into Spring Lake Road would be only 170 feet from the <br />Highway 10 right-of-way. <br />3. The proposal provides for reduced snow plowing problems. <br />4. The proposal does not require a water main easement for <br />water main looping. <br />At this time, other options for extensicn were also reviewed. <br />These included both a cul-de-sac running the entire length of the <br />Knollwood extension and the extension from KnollwooO through to <br />Spring Lake Road. <br />-A <br />
