��)61 /02� <br />MEMO TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK-P.DMINISTRAT <br />DATE: APRIL 7, 1988 <br />SUBJECT: CITY-WIDE EMPLOYEE TRAINING PROGRAM <br />Over the past several months the Department Heads and 1 have <br />been discussing the type of program we feel would be <br />appropriate for a City-wide employee training program for <br />1988 and then identifying an individual or organization we <br />felt would be best qualified to accomplish this purpose. <br />The Management Team has agreed that as a reasonable <br />follow-up to the 1987 training session conducted by <br />Kathryn Barrington entitled, "Dealing with the Public" a <br />program on customer relations would be appropriate. This <br />would tarry forward our message to the employees that we <br />need to develop better relations with our consumers, namely <br />our residents and the general public, in order to improve <br />our public image and the quality of service we provide. <br />After reviewing several different proposals and interviewing <br />two individual trainers, the Management Team unanimously <br />agreed that they wished to recommend the program proposed by <br />Louellen Essex of Louellen Essex and Associates. Dr. Essex <br />has conducted similar programs for local governmental units <br />in this state as well as the League of Minnesota Cities and <br />the Minnesota Step Program. Dr. Essex is a member of the <br />faculty in business and education administration at the <br />College of St. Thomas. Attached for your information is a <br />resume of Dr. Essex's background as well as the components <br />of her standard Customer Relations Proaram. <br />Dr. Essex, if approved by the City Council, would meet with <br />the Department Heads and tailor the program specifically to <br />the City of Mounds View also using the results of the <br />community survey as a guide to determine what areas would <br />best be emphasized. Dr. Essex's proposal totals $1,675 for <br />a full day session and a half day follow-up. <br />A� u65 ,'l=n the naat practice, Staff would also recommend <br />that the City Council authorize the ciosiny ui i :- City <br />offices for an entire day to allow as many employees as <br />possible to attend this session which would be conducted at <br />the Edgewood Community Center with the City also providing <br />beverages and a box lunch. Due to the time of year that we <br />are currently at and the workloads being experienced by our <br />staff members at this time, Dr. Essex and the Department <br />Heads have agreed that it would be best to conduct the one <br />day session in early September with the follow-up occurring <br />approximately 60 days later in November. <br />
