MEMO TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK -ADMINISTRATOR .1 <br />DATE: MAY 24, 1988 <br />SUBJECT: TEAMSTERS LOCAL NO. 49 STAND-BY SUPPLEMENTARY <br />ACREE.•,ENT <br />After a few months of experience with the previously <br />approved Supplementary Agremeent between the City of Mounds <br />View and Teamsters Local No. 49 for stand-by duty by our <br />Public Works employees, we have found that there are some <br />unclear areas as it relates to implementation of the stand- <br />by duty program. Therefore, a new Supplementary Agreement <br />has been negot?iced which contains all of the previously <br />stated positions and the following additions. <br />1. Employees will be required to be on stand-by duty a <br />minimum of five times per year. This will allow <br />employees an opportunity to trade stand-by duty <br />assignment but will also require that all employees <br />serve on stand-by duty for a reaonsable amount of <br />time each year. <br />2. The employee on stand-by duty will be the first <br />individual called out for overtime while serving on <br />stand-by duty as long as the employee has the <br />n::cessary qualifications to perform the work needed. <br />Any additional employees called out on overtime after <br />the stand-by duty employee will be called out <br />pursuant to the current call back requirements of the <br />Master Labor Agreement. <br />Public Works Foreman Mike Ulrich, Public Works Director Ric <br />Minetor and I feel that this revised agreement provides <br />further clarification to the stand-by duty program and <br />hopefully will eliminate any problems we are currently <br />experiencing with interpretation of the existing <br />Supplementary Agreement.
