Mounds View City Council UN May 2Si 1988 <br />Regular Meeting Page Six <br />------------------------------------------ <br />Councilmember Wuori stated she agreed, and planning is <br />involved in putting a road in at a future time, which 0 <br />is always "iffy". She added they must abide by the health, <br />safety and welfare issues, and the eastern access takes <br />care of all those points. <br />Councilmember Hankner stated she could agree with having <br />Staff get appraisals and begin negotiations with Mr. <br />Johnson. <br />At the request of the Council, Mr. Hurley stated the <br />preliminary price of the front portion would be $35,000, <br />the second piece directly west would be $20,000, or <br />$75,000 for the entire parcel. <br />Mayor Linke asked if Mr. Johnson would be willing to <br />negotiate because if the road was put in, it would <br />open up two lots in back to Mr. Johnson. He added that <br />the Council was not prepared to sign any purchase <br />agreement at this time. <br />Councilmember Hankner suggested Staff be instructed to <br />go ahead and get an appraisal and talk to Mr. Johnson. <br />Motion/Second: Linke/Quick to authorize Staff to have <br />one appraisal performed by the City's appraiser and <br />commence negotiations for the possible acquisition of <br />the property, and discuss with Mr. .Johnson possible <br />points for negotiation. <br />5 ayes 0 nays <br />Motion Carried <br />Attorney Meyers advised the appraisal be done for the <br />small parcel, the extension and the entire parcel. <br />Mayor Linke closed the regular meeting and opened <br />7. Public Hearing: <br />the second public hearing at 8:02 P.K. <br />Consideration <br />Clerk/Administrator Pauley explained the first <br />of Conditional <br />Use Pernit <br />reading of ordinance No. 441 had been held on May 9. <br />for Kevin <br />This would allow a conditional use permit dthin <br />Barcus, 2554 <br />a B-2 district for a veterinary and animal clinic, <br />Highway 10 <br />with stipulations as set forth. He added Dr. Barcus <br />has applied for the conditional use permit to operate <br />a veterinary clinic at the Silver View Plaza, and he <br />reviewed the five conditions that would be placed on <br />the operation, if the permit is granted. He added <br />that once it is approved, there would be a 30 day <br />publication phase, and then a 30 day waiting period <br />before it would go into effect. <br />Mayor Linke closed the <br />Y public hearing and reopened <br />the regular meeting at 8:05 p.m. <br />
