IIEMO TO: Clerk -Administrator and City Council FROM: City Planner Herman DATE: June 9, 1988 SUBJECT: CHURCH nPON THE ROCK CONDITIONAL USE PERMIT TO MAINTAIN A CHURCH AND ELEtIENTARY SCHOOL WITHIN AM R-1 DISTRICT AT 7901 RED OAK DRIVE The Church Upon the Rock had received a special use permit from the City in February of 1975. Since that time both the uses contained within the building and the property owned by the church has changed. The church, during their request, for a temporary building, also requested that the conditional use permit be updated to more adequatoly portray the current uses at the site. The Planning Commission, after much review, has recommended _ approving the church and elementary school in tiro R-1 District contingent upon the following: 1. Placing a cap on the total numoer of students allowed in the building. .a 1. The site should have the proper amount of parking per the City Code. The City Code joint facilities i,drking is recommended to be changed and will be before the Ciry Council at its next meeting. 3. The placement of a fence on the west side of the �lay area 31ong Red Oak Drive. The Planning Commission felt that these requirements adequately address the issues that were raised in the previous special use r-Armit and the new issues raised because of changes in use. The Planning Commission discussed with the church the parking problem that arises on Sundays. There have been neighborhoo:l complaints about the on -street parking spill -over from the church. The church officials have stated that they will look into alternatives for alleviating some of this parking proZ)lem. One such way is to obtain 3 written agreement with the Kinder Care to ensure that their lot can be used by the church on Sundays. STAFF RECOMIIENDATION: Staff recr.:.mends approving the conditional use permit for the church and elementary school at 7901 Red Oak Drive. KH/BAC
