MOUNDS VIEW PLANNING COMMISSION t RESOLUTION NO. 220-88 CITY OF MOUNDS C'EW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION RECOMMENDING APPROVAL OF CHURCH UPON THE ROCK TO MAINTAIN A CHURCH AND ELEMENTARY SCHOOL WITHIN AN R-1 DISTRICT AT 7901 RED OAK DRIVE WHEREAS, Church Upon the Rock has requested an update of their special use permit dated February, 1975; and WHEREAS, the Church has eliminated the adult religious school and has converted some of that space to classrooms for the elementary school; and WHEREAS, the CF•irch has Sold :he triangular parcel whit❑ was used for parking; and WHEREAS, these changes from the previoius permit necessitate the revision of the Church's special use permit. NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission recommends approval of a conditional use permit for an elementary school and church within an R-1 District at 7901 Red Oak Drive, legally known as Spring Lake Park Hillview, Lots 113 and 114, contingent upon the following. 77 (1) The total number of students allowed in the facility will be determined by a ratio of pupils to square feet of classroom space. A ratio of one student per 35 square feet will be be used for the existing structure and a one to 30 ratio in the temporary classroom building. (2) Through joint facilities parking, the Bite will have the proper amount of parking spaces per the City Code for either the church or the elementary school whichever is greater. In addition, the Church will obtain a written agreement with the property owner at 2791 Highway 10 to use their parking facilities on Sundays. �3) Placement of a fence on the west side of the play area along Red Oak Drive. BE IT FURTHER RESOLVED that the Planning Commission grants a variance to Church Upon the Rork to put up a 60" high fence along Red Oak Drive because of the exceptional and extraordinary circumstances which apply to this property, namely, the use of a school and playground on the site.
