Mounds view Planning Commission <br />Special Meeting <br />----------------------- <br />Mr. Borovsky clarified that Barr Engineering was not <br />directed by the City Council or Planning Commission <br />to figure out how to configure the development to meet <br />the Code, and that should be done by the developer. <br />Chairman Mountin reccmmended adding another whereas <br />to the resolution, that the variance to the 100' set- <br />back should not be viewed as a bla <br />alteration. nket variance and <br />may in fact be changed by a redesign of the wetland <br />Savri Ayaz, no address given, stated he feels the <br />variances should be specific, not general. <br />Chairman Mountin explained this would be an open <br />door so that if reasonable alternatives are available, <br />they will be looked at, and she added there may be a <br />reasonable alternative here. <br />Mr. Merila stated he feels precedent was set aith <br />Planning Commission Resolution No. 93-83, for Dynamic <br />Designers, as a variance was granted due to a hardship <br />with many similarities to their proposed development. <br />He added Edgewood Square was approved with 90, lots, <br />and they are considered to be part of the wetland area. <br />Ile added the big issues are lot size and width, and he <br />questioned if there was a real need for the standards <br />set for development of the wetlands. <br />Chairman Mountin replied the variance to build in the <br />100' buffer is a Toot point if the preliminary plat <br />is not approved. She explained that without the <br />variances for Dynamic Designers, which was one <br />lot, it was just not buildable. She stated she was <br />not certain what tha circumstances were for. the Eigen- <br />heer property, but if an error was made, that does not <br />mean it should be repeated. <br />Chairman Mountin reiterated that due to time constraints, <br />the Planning Commission must work with what is before <br />them, and as there is no request from the developer to <br />table this to allow time for the Planning Commission to <br />review the information received earlier today, action <br />must be taken now. <br />Motion/Second: Zollner/Miller to adopt Resolution No. <br />229-88, a resolution of recommendation to the City <br />Council regarding the Harstad Development Proposal. <br />known as Greenfield Estates. <br />5 ayes 0 nays <br />City Planner Herman reported the item would be on <br />the July 5 agenda of the Council, at,d the applicant <br />would be notified. <br />June 22, 1968 <br />Page Five <br />Motion Carried <br />
