Item No: 08D <br /> MOT TATO VIEW <br /> Meeting Date: April 28, 2025 <br /> lJ1V 1J�7 Type of Business: Council Business <br /> City Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Nyle Zikmund, City Administrator <br /> Item Title/Subject: Public Hearing: Consideration of Resolution 10094, Approving a <br /> Chicken/Duck-Keeping License for Ana Parra, 8478 Long Lake Road <br /> Introduction: Chapter 90.005 of the Mounds View Code allows limited and controlled raising <br /> and keeping of chickens and/or ducks on properties zoned R-1, Single Family. Ana Parra has <br /> applied to raise and keep chickens and ducks on her property. <br /> Discussion: The applicant, Ana Parra, has applied to raise and keep 10 chicken and 2 ducks <br /> on her property located at 8478 Long Lake Road. The City Code allows up to twelve chickens <br /> and/or ducks at one time and requires that backyard areas within which the chickens roam be <br /> fenced. Ms. Parra has indicated that the coop is totally enclosed with a fence approximately <br /> six feet high (as seen in the attachment). The yard is also fenced. The chicken coop will meet <br /> the City Code requirement of a minimum of 20 feet from all property lines. <br /> In accordance with Chapter 90.0005, initial applications shall be considered by the City Council <br /> after holding a public hearing. Approval of renewal applications are done administratively unless <br /> the City has received substantial complaints or related violations have been documented during <br /> the previous year. <br /> As required, staff has published a public hearing notice in the April 16, 2025, edition of the <br /> Pioneer Press, the City's official newspaper. In addition, as required, notices were mailed to <br /> residents within 350 feet of the subject property. <br /> It appears Ms. Parra's request meets all requirements of Chapter 90.005. <br /> This is an annual license and will expire December 31, 2025. <br /> Strategic Plan Strategy/Goal: Our ordinance and this application are consistent with the Vision <br /> Statement, "...welcoming a desirable destination to all ages and cultures...and a place where <br /> residents can live, work and play." <br /> Financial Impact: None <br /> Recommendation: Staff recommends opening the public hearing for comment and approval <br /> of Resolution 10094 approving a chicken-keeping license for Ana Parra. <br /> Respectfully submitted, <br /> Nyle Zikmund, City Administrator <br /> Ti,U_11UU11U5 V.U..
