RESOLUTION 1183-25 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION RECOMMENDING APPROVAL OF AN ORDINANCE AMENDING THE <br />ZONING CODE RELATING TO PUBLIC HEARING PROCESSES <br />MOUNDS VIEW PLANNING CASE SP-238-25 <br /> <br />WHEREAS, Sections 160.450 and 160.451 of the Mounds View Zoning Ordinance detail the <br />process and requirements for amending the zoning code; and, <br /> <br />WHEREAS, the Mounds View Planning Commission is charged by Minnesota Statutes and in the <br />City Code with review of zoning and subdivision matters; and, <br /> <br />WHEREAS, numerous sections of the Mounds View Zoning Ordinance have requirements for <br />public hearings at the City Council level for zoning and subdivision matters which are more appropriate to <br />be handled at the Planning Commission level; and, <br /> <br />WHEREAS, the Planning Commission has reviewed Ordinance 1043 amending portions of <br />Chapters 151, 154, 158, 159 and 160 of the City Code to require the Planning Commission to hold public <br />hearings for certain processes. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission makes the <br />following findings of fact related to this request: <br /> <br />Findings of Fact <br /> <br />1) The Mounds View Planning Commission is charged by Minnesota Statutes and in the City Code <br />with review of zoning and subdivision matters. <br /> <br />2) It is reasonable and appropriate to hold public hearings on zoning and subdivision matters at the <br />Planning Commission instead of the City Council, and to amend the Code to accomplish that <br />objective. <br /> <br />NOW, THEREFORE, BE IT FURTHER RESOLVED that the Mounds View Planning Commission, <br />based upon the above findings of fact, does hereby recommend that the City Council adopt Ordinance <br />1043 amending the Mounds View Zoning Code relating to public hearing processes. <br /> <br />Adopted this 21st day of May, 2025. <br /> <br /> ___________________________________________ <br />Dennis Farmer, Planning Commission Chair <br />ATTEST: <br /> <br /> <br /> ___________________________________________ <br />Brian Beeman, Assistant City Administrator <br />(SEAL)
