Item No: 07A <br />Meeting Date: May 7, 2025 <br />Type of Business: Planning Business <br /> Planning Case: SP-240-25 <br /> <br />City of Mounds View Staff Report <br />To: Mounds View Planning Commission <br />From: Kribashini Moorthy, AICP, Stantec, City Planner <br /> Evan Monson, AICP, Stantec, City Planner <br />Item Title/Subject: Detached ADU Zoning Amendment <br />Request: Zoning Code Amendments <br /> <br /> <br />Introduction: <br />The City Council directed staff to review the regulation of accessory dwelling units (ADUs). <br />Under the existing code, ADUs are permitted only when they are attached to an existing single- <br />family residence. The city code refers to these as and ADU (addition) or an ADU (internal), see <br />the figures from § 160.087 and 160.088 of the city code below. <br /> <br /> Figure 2: An example of an ‘external’ ADU, referred to in code as an ADU <br />(addition). <br /> <br />An ADU (internal) is a permitted accessory use, while an ADU (addition) is a conditional use <br />under the current code. Detached ADUs are currently not permitted, though the city previously <br />reviewed allowing detached ADUs in both 2016 and 2023. In 2023, the Planning Commission <br />recommended amending the City Code to allow detached ADUs as a conditional use. Due to a <br />vacancy on the Council at that time, further consideration was tabled. The Council recently <br />expressed renewed interest in revisiting whether detached ADUs should be permitted within the <br />city. <br /> <br />Work Session: <br />The City of Mounds View convened a work session on June 2, 2025, that included participation <br />from City staff, the Planning Commission, and the City Council. There was extensive dialogue <br />regarding the potential allowance of detached accessory dwelling units (ADUs), including a <br />review of practices in peer and neighboring municipalities, as well as the broader implications of <br />permitting or prohibiting such units. Following this discussion, there was consensus in favor of <br />allowing detached ADUs as a conditional use, subject to the review and implementation of <br />specific standards and conditions. <br />Figure 1: An example of an ADU (internal).
