The city code refers to these as and ADU (addition) or an ADU (internal), see <br /> the figures from § 160.087 and 160.088 of the city code below. <br /> Figure 2:An example of an 'external'ADU,referred to in code as an ADU <br /> Figure 1:An example of an ADU(internal). (addition). <br /> An ADU (internal) is a permitted accessory use, while an ADU (addition) is a conditional use <br /> under the current code. Detached ADUs are currently not permitted, though the city previously <br /> reviewed allowing detached ADUs in both 2016 and 2023. In 2023, the Planning Commission <br /> recommended amending the City Code to allow detached ADUs as a conditional use. Due to a <br /> vacancy on the Council at that time, further consideration was tabled. The Council recently <br /> expressed renewed interest in revisiting whether detached ADUs should be permitted within the <br /> city. <br /> The draft ordinance was presented to the Planning Commission on July 2, 2025. The Planning <br /> Commission reviewed the design standards and had considerable discussion regarding the <br /> setbacks, required license for the detached ADU, shared water and sewer connection and <br /> parking spaces. The Planning Commission recommended approval with changes to the <br /> language surrounding parking spaces. <br />
