Item No: 8L TL��T Meeting Date: July 14, 2025 MOUNDS i,.j j V 1L.�V Type of Business: CB Administrator Review: City of Mounds View Staff Report To: Honorable Mayor and City Council From: Don Peterson, Director of Public Works/Parks and Recreation Item Title/Subject: Resolution 10130, Approving the Implementation of an Advisory (sub) Committee for the Park System Master Plan Background/Discussion: The City of Mounds View has many responsibilities to include efficiently operating and managing the entire Park system. The Park system includes 11 Parks with over 123 acres of grounds, 9 basketball courts, 2 tennis courts, 11 playgrounds, 4 park buildings, 5 soccer fields, 7 ball fields, a disc golf course plus numerous other park infrastructure and amenities. The City Council Approved Resolution 10129, accepting the 2040 Park System Master Plan as presented by WSB. Additionally at the July 7, 2025, Work Session, the Council directed Staff to create an Advisory sub Committee to the Parks and Recreation and Forestry Commission. This Committee would research funding options for implementing the 2040 Park System Master Plan, these funding options may include, but not limited to, a local levy, bonding (General Obligation Bonds), grants, or a local sales tax. Staff has developed the name for this Committee as GOAL Parks (GOAL: General Obligation and Levy) The Council requested that the Committee have (1) representative from each neighborhood located in the areas of the following parks: 1) Groveland 2) Greenfield 3) Woodcrest 4) Hillview 5) Lambert 6) Silver View 7) Hodges 8) City Hall 9) Oakwood 10) Ardan To also include: • (2) Park and Recreation and Forestry Commission Liaisons - (1) one being the Chair of the Parks and Recreation and Forestry Commission. • (1) City Staff— Director of Public Works/Parks and Recreation.
