RESOLUTION NO. 10137 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />APPROVING THE HIRE OF LILIYA LOGINOVA <br />TO THE POSITION OF ACCOUNTANT <br />WHEREAS, the City of Mounds View posted for an Accountant; and <br />WHEREAS, four (4) interviews were conducted, with Liliya Loginova selected as the top <br />candidate for the Accountant position; and <br />WHEREAS, Ms. Loginova has 20+ years of accounting experience, seven years with the City of <br />Anoka. The HR Committee supports Ms. Loginova onboarding as a lateral employee based on her prior <br />city experience. She would begin with a vacation accrual of 15 days/year, and after her fourth year with <br />Mounds View, advance to 16 days of vacation, 17 days as of her fifth year, etc. As of her eighth year of <br />employment, she will advance to 20 days of vacation time, and as of her 13th year of employment, will <br />advance to 25 days of vacation (maximum vacation accrual); and <br />WHEREAS, the City is awaiting clearance of the hiring assessment, which is scheduled for July <br />29th. Once cleared, Ms. Loginova would begin employment at a starting wage of Step 1 of the 2025 Pay <br />Plan, and advance to Step 2 after successfully completing a six (6) month probationary period: <br />Grade 8 EXEMPT POSITIONS BEGIN HERE <br />4% <br />3.75% <br />3.75% <br />3.75% <br />3.5% <br />3.25% <br />3% <br />2.75% <br />Step 1 <br />Step 2 <br />Step 3 <br />Step 4 <br />Step 5 <br />Step 6 <br />Step 7 <br />Step 8 <br />Ste 9 <br />$39.08 <br />$40.64 <br />$42.16 <br />$43.74 <br />$45.39 <br />$46.97 <br />$48.50 <br />$49.96 <br />$51.33 <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Mounds View, <br />Ramsey County, Minnesota does hereby: <br />• Appoint Liliya Loginova to the position of Accountant when a clear hiring assessment is <br />received. <br />• The starting date of employment will be agreed upon between Ms. Loginova and the <br />Finance Director. <br />• Ms. Loginova will onboard as a lateral employee based on her prior city experience.
