ORDINANCE 1045 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> AN ORDINANCE AMENDING Title XV, <br /> CHAPTER 160 OF THE MOUNDS VIEW MUNICIPAL CODE <br /> ON STANDARDS RELATING TO DETACHED ACCESSORY DWELLING UNITS <br /> The City of Mounds View Ordains: <br /> Section 1.Background; authority. <br /> 1.01. The City of Mounds View("City")has adopted a zoning ordinance pursuant to the authority granted <br /> by the Municipal Planning Act. M.S. §§ 462.351 to 462.365, inclusive, as they may be amended <br /> from time to time. <br /> 1.02. Sections 160.450 and 160.451 of the Mounds View Zoning Ordinance detail the process and <br /> requirements for amending the zoning code. <br /> 1.03. Legislative Findings: The City Council finds that allowing owner-occupied properties to include a <br /> detached accessory dwelling unit(ADU) serves the public interest by expanding long-term housing <br /> opportunities within established neighborhoods. This policy is intended to support homeowners in <br /> providing safe, code-compliant living spaces for others while preserving neighborhood character, <br /> minimizing impacts on surrounding properties, and reinforcing the stability and vitality of <br /> residential communities. <br /> Section 2.The City Council of the City of Mounds View hereby amends Title XV. Land Usage, Section § <br /> 160.012 by adding the underlined as follows: <br /> § 160.012 DEFINITIONS. <br /> DWELLING UNIT,ACCESSORY.A dwelling unit that is a smaller, independent residential dwelling <br /> unit located on the same lot as a single-family dwelling to which it is accessory to, and is internal or <br /> an addition onto the principal dwelling, or detached from the principal dwelling.AD Us can be <br /> converted portions of or additions onto existing homes, new stand-alone accessory structures, or <br /> converted portions of existing stand-alone accessory structures. <br /> SHORT-TERM RENTAL.A non-owner-occupied dwelling unit rented for a period of thirty(30) <br /> consecutive days or less. The use of recreational vehicles, campers or other similar vehicles as rentals <br /> shall be prohibited. <br /> Section 3.The City Council of the City of Mounds View hereby amends Title XV: Land Usage, Section <br /> 160.088 by adding the underlined material as follows: <br />
