He noted there have been no incidents in Mounds View and for this reason, he 1 <br />recommended this ordinance not move forward until it was rewritten to represent all people and 2 <br />real issues. He recommended the goal for the City be more clearly defined and stated he did not 3 <br />want breastfeeding mothers in Mounds View being discriminated against. 4 <br /> 5 <br />Sharon Kirscher, 8406 Red Oak Drive, stated the sexuality of women was a concern and explained 6 <br />men wearing their pants low with their underwear exposed was also inappropriate. She 7 <br />recommended the ordinance be reconsidered by the Council. 8 <br /> 9 <br />Jean Jones Strait, 7728 Knollwood Drive, reported the young people in the community were 10 <br />leaving Mounds View because of things like this. She was of the opinion this ordinance was too 11 <br />oppressive. She stated there was nothing more natural than when someone was working with a 12 <br />child. She believed the sexualization of women was a real concern. She was of the opinion this 13 <br />ordinance was going in the wrong direction and recommended the City refer to State law when it 14 <br />comes to this matter. 15 <br /> 16 <br />Hearing no further public input, Mayor Lindstrom closed the public hearing at 7:32 p.m. 17 <br /> 18 <br />Mayor Lindstrom asked if the language within the ordinance should be addressed prior to moving 19 <br />forward. Public Works/Parks and Recreation Director Peterson explained he could speak to the 20 <br />City Attorney regarding this matter. 21 <br /> 22 <br />Mayor Lindstrom inquired if action on this ordinance should be tabled. 23 <br /> 24 <br />Council Member Smith and Council Member Clark supported action on this item being tabled. 25 <br /> 26 <br />Public Works/Parks and Recreation Director Peterson clarified this ordinance was not targeted at 27 <br />breastfeeding women. 28 <br /> 29 <br />Council Member Smith questioned why age 10 was selected within the ordinance. Public 30 <br />Works/Parks and Recreation Director Peterson reported this was a recommendation from the City 31 <br />Attorney. 32 <br /> 33 <br />Council Member Meehlhause asked if the person who came before the Supreme Court was 34 <br />completely naked in a city park. 35 <br /> 36 <br />Mr. Lillimo reported the individual was topless in a gas station parking lot. 37 <br /> 38 <br />Council Member Clark inquired if a rule could be put in effect for the splash pad without moving 39 <br />this ordinance forward. City Administrator Zikmund recommended action on this item be tabled 40 <br />to a future workshop meeting. 41 <br /> 42 <br />MOTION/SECOND: Meehlhause/Smith. To continue the public hearing to a future date and table 43 <br />action on this item to a workshop meeting. 44 <br /> 45 <br /> Ayes – 5 Nays – 0 Motion carried. 46
