Item No : 7D MOUNDS VIEW Meeting Date: September 22, 2025 Type of Business: EDA BUSINESS Administrator Review ON of Mounds View Staff Report To: Economic Development Authority From: Brian Beeman, Assistant City Administrator Item Title/Subject: Resolution 25-EDA-379, A Resolution Authorizing Sinan Music of SMC Construction, Inc. to Apply for a Comprehensive Plan Amendment and Rezoning on behalf of the Economic Development Authority Background The City of Mounds View Economic Development Authority (EDA)owns a .70 Acre parcel at 2716 Hillview Road. The EDA is cooperating with Sinan Music the owner of SMC Construction, Inc (The Developer) to build a four-unit market rate townhome development. The next step in the development process is to apply for a Comprehensive Plan Amendment and Rezoning of the parcel. Since the EDA currently owns the parcel, it is necessary for the EDA to allow the developer to apply for the Comp Plan Amendment and Rezoning of the parcel on behalf of the EDA. This authorization can be accomplished by approving a resolution. Discussion The EDA can apply for the Comp Plam Amendment and Rezoning however, staff believes it to be a smoother process if the builder initiates and drives the applications.
