To Waive the Reading and Adopt Resolution 10150, <br />6 Approving the Preliminary Property Tax Levy for Fiscal Year 2026 and Setting the Public Hearing <br />7 Date. <br />8 <br />9 Council Member Smith indicated she did not support the 9% preliminary levy amount. She stated <br />10 she supported the 7.5% number. She reported she did not want to see the City overtaxing its <br />11 residents and she did not want residents to lose their homes. She supported the Council reducing <br />12 the preliminary levy amount. <br />13 <br />14 Ayes — 4 Nays — I (Smith) Motion carried. <br />15 <br />16 E. Resolution 10151, Approving the Preliminary EDA Property Tax Levy for <br />17 Fiscal Year 2026. <br />18 <br />19 Finance Director Bauman requested the Council approve the preliminary EDA property tax levy <br />20 for fiscal year 2026. She reported the EDA would be levying $160,000 in the coming year, which <br />21 was the same amount as 2025. <br />22 <br />23 MOTION/SECOND: Gunn/Meehlhause. Introduction and First Reading of Ordinance 1048 (Replaces Ordinance 1022 <br />29 12/09/2024), Amending the Municipal Code Relating to Hauling of Solid Waste <br />30 and Pricing Transparency. <br />31 <br />32 City Administrator Zikmund requested the Council introduce an Ordinance that would amend City <br />33 Code related to the hauling of solid waste and pricing transparency. <br />34 <br />35 Council Member Smith asked when licenses had to be applied for. City Administrator Zikmund <br />36 reported the license ran through the calendar year from January to December. <br />37 <br />38 Council Member Smith inquired if the City was asking waste haulers to set their fees prior to <br />39 knowing what the taxes and fees would be from the County and State. <br />40 <br />41 Mayor Lindstrom reported waste haulers are allowed to set their fees as they deem fit and these <br />42 rates are then made transparent to residents. He discussed why the City was now requiring haulers <br />43 to set a maximum price, noting this addressed the concern of varying prices for Mounds View <br />44 residents. He stated he did not believe this was an unreasonable request. <br />45 <br />46 MOTION/SECOND: Gunn/Clark. To Waive the First Reading and Introduce Ordinance 1048 <br />
