2026 Mounds View Fee Schedule Page 16 of 16 <br />Illicit Discharge Fee To be determined by the Public Works Director on a case- <br />by-case scenario. <br />Stormwater Management (The permit fee schedule adopted 12/08/2021 12/14/2024 by the Rice Creek Watershed <br />District Board (Resolution 2024-01). The fee for a permit is the cumulative total of all individual aspects of a <br />project. Government entities are exempt from the permit fees). <br />Rule C (Stormwater Management): <br />Residential, Commercial, Industrial, Institutional <br />development that proposes less than 5 acres of new <br />and/or reconstructed impervious surface <br />$3,000 non-refundable fee due at time of application. <br />Once application review costs (District Engineer and <br />Legal Counsel) exceed $9,000*, any additional cost <br />must be reimbursed by the applicant before the permit <br />can be issued. <br />Residential, Commercial, Industrial, Institutional <br />development that proposes 5 or more acres of new <br />and/or reconstructed impervious surface <br />$5,400 non-refundable fee due at time of application. <br />Once application review costs (District Engineer and <br />Legal Counsel) exceed $9,000*, any additional cost <br />must be reimbursed by the applicant before the permit <br />can be issued. <br />Notes: An application subject to a Rule C fee is exempt from the Non-Rule C fee of $300. <br />The following is exempt from the Rule C fee and subject to only the Non-Rule C fee of $300: Single-family <br />residential subdivision that creates seven or fewer lots and establishes no new public roadway or a private <br />roadway/driveway serving three or more lots <br />Non-Rule C Fee: A $300 non-refundable fee is due at the time of application for a project subject to one or <br />more of the following Rules: <br />Rule D (Erosion and Sediment Control Plans) <br />Rule E (Floodplain Alteration) <br />Rule F (Wetland Alteration) <br />Rule G (Regional Conveyance Systems) <br />Rule I (Public Drainage Systems) <br />Rule J (Appropriation of Public Waters) <br />Rule L (Variances): Variable. See District Permit Variance Guidance Policy <br />* Review cost is calculated according to the consultant hourly rate, which the district will publish annually. The <br />review cost incurred between the non-refundable fee amount and $9,000 will be absorbed by the district and <br />will not be the responsibility of the applicant. District staff will notify the applicant of the cost incurred to date <br />once the total review cost exceeds $7,500, and at subsequent $3,000 intervals. A delay in notice, however, will <br />not affect the applicant's reimbursement responsibility <br />Stormwater Connection/Repair/Disconnect $100 150 plus surcharge <br />Stormwater Inspection or re-inspection after <br />hours. Percolation tests during work hours only. <br />Call-out rate per visit (Minimum 2 hours) <br />Street Lighting Utility Fees (Title XV, Chapter 152.018) <br />Residential (single family homes, duplexes, <br />fourplexes, condominium and townhomes) <br />$5.25 per unit per quarter <br />Commercial/Industrial $24.58 per acre per quarter <br />Institutional/Charitable $24.58 per acre per quarter <br />Apartments $24.58 per acre per quarter <br />Construction Site and Land Disturbance Fees (Title XV, Chapter 156.006) Additional Fees May be Required for <br />Legal and Engineering Costs Incurred by the City. <br />50 to 1,000 Cubic Yards $150 <br />1,001 to 10,000 Cubic Yards $250 base fee plus $35 for each 1,000 cubic yards <br />10,001 to 100,000 Cubic Yards $500 base fee plus $100 for each 10,000 cubic yards <br />100,001 Cubic Yards or More $1,500 base fee plus $250 for each 100,000 cubic yards <br />Other Miscellaneous Public Works Fees
