MONDSV <br /> �T SAT Item No: 8.B. <br /> VIE 1�V Meeting Date: October 27, 2025 <br /> Type of Business: Council Business <br /> Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Gayle Bauman, Finance Director <br /> Item Title/Subject: Public Hearing to Receive Public Input and Pass Upon <br /> Resolution 10159 Adopting a Special Assessment Levy for <br /> Delinquent Public Utility Accounts <br /> A public hearing is scheduled for 6:00 P.M. or as soon thereafter to receive public input regarding <br /> the proposed assessment of delinquent public utility accounts. Individual notices of the meeting <br /> were sent by first class mail to the affected property owners on September 25, 2025. Attached is <br /> the current listing of unpaid accounts. These are accounts that were delinquent as of October 21, <br /> 2025. <br /> Some of the property owners may have already paid the amount due. Others will pay after the roll <br /> is certified, but before the roll is forwarded to Ramsey County. In that case, they will pay the total <br /> due, including the administrative fee. <br /> Owners may prepay the assessment between October 28, 2025 and December 1, 2025 without <br /> paying additional interest. After that, interest at the rate of 5.5% will accrue from October 27, 2025 <br /> through December 31, 2026. The interest rate and administrative fee were set by the City Council <br /> in Resolution 7135. <br /> On or about December 1, 2025, we will forward the assessment roll, minus any prepayments, to <br /> Ramsey County for collection with the 2026 property taxes. <br /> Respectfully submitted, <br /> Gayle Bauman <br /> Finance Director <br />
