MOU--N-DS <br /> M <br /> Item No: 8.C. <br /> Meeting Date: October 27, 2025 <br /> Type of Business: Council Business <br /> Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Gayle Bauman, Finance Director <br /> Item Title/Subject: Public Hearing to Receive Public Input and Pass Upon <br /> Resolution 10160 Adopting a Special Assessment Levy for Unpaid <br /> Diseased Tree and Miscellaneous Charges <br /> A public hearing is scheduled for 6:00 P.M. or as soon thereafter to receive public input regarding <br /> the proposed assessment of unpaid administrative offense charges, nuisance abatement charges, <br /> and diseased tree charges. Individual notices of the meeting were sent to the affected property <br /> owners. <br /> The owner may prepay the assessment between October 28, 2025 and November 25, 2025 without <br /> paying additional interest. After that, interest at the rate of 5.50% will accrue from October 27, 2025 <br /> through December 31, 2026. This interest rate and administrative fee were set by the City Council <br /> in Resolution 7135. <br /> On or after November 25, 2025, we will forward the assessment roll to Ramsey County for collection <br /> with the 2026 property taxes. <br /> Respectfully submitted, <br /> Gayle Bauman <br /> Finance Director <br />
