Fraud <br /> Mounds View PD took a report from the victim who stated that he's in the process of <br /> building a garage and has been regularly working with the city and Planning Committee <br /> to get the proper zone permits. The victim paid $2,500 for conditional use permits that <br /> were made in person to the city and later the victim received an email that appeared to <br /> be from the Mounds View city administrator stating he owed an additional $4,800 in <br /> permit fees. The victim went to his credit union and wired the money to a Wells Fargo <br /> account. He then confirmed that it was fraudulent after speaking with the city of <br /> Mounds View Staff. The case is still under investigation. <br /> 3rd Degree Assault <br /> Mounds View officers were called for an assault where the defendant punched the <br /> victim in the face. The house was left in disarray, and a couch was tipped over and <br /> puddles of blood were in the kitchen. The investigation included interviewing the <br /> defendant and the victim stating that the defendant got upset with her and started <br /> attacking her. Further investigation included serving search warrants for medical <br /> records showing that the victim's bones were fractured. The defendant was charged <br /> with third degree assault. <br /> Mail Theft <br /> Mounds View PD received a report of stolen mail from the victim's mailbox. The victim's <br /> camera was able to see the vehicle stealing the mail but not capture a license plate. <br /> The next day, St Paul PD stopped that same vehicle for being a stolen vehicle. St Paul <br /> officers searched the vehicle and found numerous stolen mail, including the victim's <br /> mail. Further investigation showed an interview with the passenger who admitted that <br /> her boyfriend was driving through Mounds View stealing mail out of mailboxes. The <br /> case is with the county attorney awaiting charges. <br /> Assault <br /> Mounds View patrol officers were called to take a report of an alleged sexual assault. <br /> The complainant reported that she was assaulted and groped by her Uber driver. <br /> Further investigation continued with an interview of the driver. The driver stated there is <br /> no assault or sexual misconduct and the passenger had been yelling at him for missing <br /> a turn. After several minutes of verbal beratement, the driver told the passenger to get <br /> out of the car, which then the passenger then punched the driver on the head. <br /> Investigator Erickson served Uber with a search warrant requesting video footage of the <br /> vehicle, which then proved the driver's story of the passenger yelling, swearing, and <br /> berating the driver and also capturing footage of the passenger punching the driver in <br /> the head as she got out of the car. After a full investigation of the case, the passenger <br /> was charged with 5t" degree Assault. <br />
