City Council Staff Report
10/6/2025—Discussion Item—Affordable Housing
Page 2
Staff also attended a forum hosted by a housing alliance whose singular focus is Mobile Home
communities where information was shared on trends in the industry, advocacy groups,
definitions, and resources available. The Chaska administrator organized the meeting based on
a recent sale of a park and subsequent increase in rents.
Recommendation:
Digest and discuss information and determine general goals. Since LAHA funds cannot be used for
homelessness issues, that discussion/decision must use other funding/advocacy options.
For LAHA money, given the price of new construction and our limited aid, coupled with mandatory use
in four years, focusing on the Naturally Occurring Affordable Housing (NOAH) is the most probable and
effective use, given nearly 50%of our housing stock (including our manufactured homes)fits that
definition. Within that universe, there are multiple options:
Grants—outright or matching or combination of both
Loans—from 0% interest to X% interest.
Replacement programs(furnace, hot water heater, etc)—targeted grant program that could have a
"matching" component
Next Steps:
Once Council determines general goals, Staff can develop specific programs for final approval by
Council.
The Mounds View Vision
A Thriving Desirable Community
