I h
MOUNisiVIEW
COMMUNITY DEVELOPMENT
September 9, 2025
Richard and Theresa Mitchell
8391 Spring Lake Road
Mounds View, MN 55112
RE: Follow up inspection
Dear Mr. Mitchell:
I appreciated having the opportunity to speak with you outside your home recently
regarding the outside storage of items you had removed from inside your garage.
On August 21 st you explained that things would look better in one week. I stopped by
two weeks later on September 4th fully expecting conditions to be vastly different, they
were not and you asked for another two weeks. I understand and appreciate that you
are completing a structural roof repair project inside your attached garage in preparation
for replacement of the roof coverings on the attached garage and house, a project that
will require a building permit that you have not applied for as of yet. Nonetheless, this is
a continued pattern of outside storage of junk, debris, rusting metal and
inoperable/unusable equipment outside in your yard in violation of City ordinance
requirements. I have attached a notice of violation to this letter detailing the ordinance
violation present during my last inspection on September 4tn
As you know, the City Council previously approved an abatement Resolution pertaining
to the same and similar conditions in violation of City ordinance outside your home at
8391 Spring Lake Road. As part of that action I completed several follow-up inspections
eventually closing out that matter.
Given the past history at your property with multiple contacts and notices I will be
forwarding this recent matter to the City Council for further consideration of the approval
of a new Resolution authorizing an abatement pertaining to outside storage of items in
violation of City ordinance. I will notify you when this hearing is scheduled, which can
be avoided completely by your own action of completing necessary corrective actions.
