This has resulted in challenging circumstances for many <br /> fiscally distressed communities. <br /> Background: <br /> Ralph Reeder and Manna Market are two local food shelves. Ralph Reeder Executive <br /> Director Shane Johnson advised Administrator Zikmund their greatest need was fiscal <br /> resources. He also informed Zikmund that 40% of their "customers" listed Mounds View <br /> as their primary residence. New Brighton accounts for 40% as well, with remaining <br /> other communities. <br /> Manna Market is a food ministry that operates a drive-through operation at Substance <br /> Church and shared at a recent council meeting their willingness to set up temporary <br /> operations at the Mounds View Community Center, which was done on November 2, <br /> 2025, successfully. <br /> MN Statute 465.039 Gifts to Organizations Distributing Food allows the governing body <br /> of a county, of a home rule charter or statutory city, or of a town may appropriate money <br /> each year out of its general fund, ... to nonprofit organizations operating community <br /> food shelves that provide food to the needy without charge. <br /> Both Ralph Reeder and Manna Market meet the statutory definition. <br /> Discussion: <br /> Council consensus at the November 3, 2025, workshop was to provide Ralph Reeder <br /> with $20,000 in support and Manna Market $4,500 in support, with understanding Manna <br /> will operate a weekly event at the Community Center on Sunday afternoons through the <br /> end of the year. <br /> NOTE — New Brighton will be supporting Ralph Reeder at a $20,000 level also. <br /> Item 081 <br /> The Mounds View Vision <br /> A Thriving Desirable Community <br />
