Item No: 08D <br />25 <br />MOUNDS V <br />T�,TMeeting Date: 1 ness: QB �w Type of Business: CB <br />Administrator Review: <br />City or Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Ordinance 1052, Introduction and First Reading, Amending <br />Title XI, Chapter 121 of the Mounds View City Code, <br />Cannabis and Hemp Businesses <br />Introduction/Discussion <br />In February 2025 the City Council adopted Ordinance 1025 adding Chapter 121 <br />entitled, Cannabis and Hemp Businesses to the Mounds View City Code. <br />With the initial approval the hours of operation to sell cannabis and hemp -related <br />products were pursuant to the hours established in Minnesota Statutes, section 342.27, <br />subd. 7(a). The statutes state the following: <br />(a) Except as provided by paragraph (b), a cannabis business with a license or <br />endorsement authorizing the retail sale of cannabis flower or cannabis <br />products may not sell cannabis flower, cannabis products, lower -potency <br />hemp edibles, or hemp -derived consumer products between 2.00 a.m. and <br />8:00 a.m. on the days of Monday through Saturday nor between 2.00 a.m. <br />and 10.00 a.m. on Sunday. <br />However, the City would like to be more restrictive by allowing the sale of cannabis and <br />hemp -related products only between the hours of 8.00 a.m. and 10.00 p.m. Monday <br />through Saturday and 10:00 a.m. through 10:00 p.m. on Sunday. <br />Recommendation: <br />Staff recommends conducting the first reading of Ordinance 1052 amending Title XI, <br />Chapter 121 of the Mounds View City Code, Cannabis and Hemp Businesses. <br />Respectfully submitted, <br />Nyle Zikmund <br />City Administrator <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
