City Council Staff Report <br />11/24/2025 — Future Land Use Amendment and Rezoning <br />2716 Hillview Road <br />Page 8 <br />60-Day Deadline <br />The application was received on September 23, 2025. The 60-day deadline for final action by the <br />City Council per State Statute 15.99 was set to end on November 22, 2025. <br />Under State Statute, the city can extend the review period an additional 60 days for a full review <br />period of 120 days. In order to allow the city to hold a second reading of the ordinance (as required <br />under the city's charter), the review period was extended an additional 60 days. The review period <br />now ends on January 21, 2026. <br />Options <br />The City Council has the following options with this request: <br />1. Approve the rezoning. <br />a. An ordinance with findings is included in the meeting packet for the council's <br />consideration. The first reading was held on 11/10/2025. <br />2. Deny the rezoning. <br />a. If the City Council wishes to deny the request, staff recommend the Council table <br />the request and direct staff to prepare findings for denial. <br />3. Table the request for further review/study. <br />Recommendation <br />The Planning Commission recommended approval of the rezoning of the parcel at 2716 Hillview <br />Road with the following findings of fact and conditions of approval: <br />Findings of Fact for Rezoning <br />1) The parcel with the address 2716 Hillview Road is currently owned by Mounds View <br />Economic Development Authority and is currently vacant. <br />2) Sinan Music proposes to develop four -attached four attached row -style townhome units. <br />3) The proposed rezoning aligns with City of Mounds View's Comprehensive Plan's goals <br />and policies pertaining to land use and housing. <br />Conditions of Approval for Rezoning <br />1) The rezoning request is subject to the review and approval of the Comprehensive Plan <br />Amendment by the Metropolitan Council. <br />2) The applicant shall pay all fees and escrows associated with this request. <br />Respectfully submitted, <br />Kribashini Moorthy, AICP <br />City Planner <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
