The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No: 01 <br />Meeting Date: December 01, 2025 <br />Type of Business: Council Discussion <br />City Administrator Review: _____ <br /> <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Brian Beeman, Assistant City Administrator, Evan Monson, Stantec City <br />Planner <br />Item Title/Subject: Discuss Amending Density/Height Ordinance <br /> <br /> <br />Introduction: The City Council has directed staff to research the density and height ordinances for possible <br />consideration of amending and updating in order to modernize the current ordinances. <br /> <br />Discussion: <br />Before staff can prepare an ordinance amendment, the City Council should discuss and decide how high <br />they’d like new buildings to be and if these would be limited to certain types of buildings, zoning, regions, <br />etc. Density is also correlated with how tall buildings can be so the City Council should also discuss density <br />requirements and provide direction to staff. Stantec will be available to provide current ordinance <br />information and provide general guidance and insight into crafting an ordinance amendment based on <br />trends seen from other partner cities. <br /> <br />Strategic Plan Strategy/Goal: <br />A progressive city that is welcoming and desirable destination to all ages and cultures, who seek progress <br />through partnership, and a place where residents can live, work and play safely and show pride in the <br />community. <br /> <br />Financial Impact: <br />None <br /> <br />Recommendation: <br />City Council to hear an informational report from Stantec on height and density requirements in Mounds <br />View, discuss and ask any questions as needed, then provide staff with clear direction so that an <br />ordinance amendment can be prepared. <br /> <br />Respectfully submitted, <br /> ________________________ <br />Brian Beeman <br />Assistant City Administrator <br /> <br />Attachment(s): <br />1.
